Resolutions published this Tuesday in the Official Gazette of the Canary Islands (BOC) authorize the signing of cooperation agreements between the regional executive and the Cabildo of Lanzarote and La Graciosa. These agreements task the Cabildo with formulating both urban planning instruments.
The procedures, although different in location, follow a similar administrative path. The publication of the resolutions opens a 30-day period during which both public and private stakeholders can review the scope and objectives of the plans and submit their initiatives. The formulation of these documents will be carried out by the Cabildo's technical services or may be outsourced in accordance with public procurement regulations.
PMMIs are urban planning tools provided for in the Canary Islands' tourism legislation. Their purpose is to complement or, where applicable, replace existing urban planning determinations within their scope to facilitate urban and building renewal processes. The regulations require prior municipal agreement for any land classification or reclassification.
In the case of Costa Teguise, the Cabildo agreed to initiate the formulation of the plan in September 2024, and the Teguise City Council gave its consent in June 2025. This will be the third modernization plan for this tourist hub, following the one approved in 2015.
For Playa Blanca, the Cabildo's initiative was also agreed upon in September 2024 and has the approval of the Yaiza City Council, expressed in February 2025. Among the objectives of this plan are to enhance the quality and category of tourist establishments and complementary facilities, prevent or redirect the residentialization of tourist areas, and improve the overall image of the area, its services, and amenities.
It is important to note that the acceptance of these initiatives does not imply the final approval of the plans. Their content will be subject to subsequent reports and procedures developed during the administrative process.
