The Association of Construction and Development Entrepreneurs of the Province of Las Palmas has stated that public administrations are tendering projects below actual market costs. This dynamic, combined with rising material costs, has resulted in hundreds of projects failing to attract companies for their execution.
Data analysis reveals that the issue has intensified this year. In the first half of 2026 alone, the value of deserted works exceeded the total recorded for the entire previous year by 32%. Island councils and municipalities account for the majority of these incidents, totaling over 315 million euros in unawarded projects.

The association warns that this situation creates a dual problem: the inability of companies to take on contracts with unaffordable prices and the unviability of already contracted works due to price volatility. Furthermore, they note that 36% of current tenders receive only a single bid, which threatens competitive participation in the sector.
