The Candelaria City Council initially approved the Citizen Coexistence Ordinance on September 28, a regulation developed with the participation of residents to protect the common good and public spaces.

The ordinance, which seeks to protect the common good and public space as a place for meeting, freedom, and mutual respect, originates from the municipality's social fabric. It began with two participatory workshops promoted by the Citizen Participation area, where residents reflected on aspects of coexistence that needed improvement. The text was updated and validated in Community Tables across different towns during May and June of this year, with collaboration from the Citizen Participation and Security areas, and advice from the municipal secretary.
The mayor of Candelaria, Mari Brito, thanked the involvement of citizens and the involved departments. "This ordinance was not written from an office, but alongside our residents, who, with their contributions in the Community Table workshops, have told us what kind of Candelaria they want," she stated, emphasizing it as an "important step to continue building, together, a more respectful, civic, and humane municipality."
Following its initial approval on September 28, the ordinance was published on October 15 in the Official Gazette of the Province (BOP) and on the Candelaria City Council's Announcement Board. A period for allegations and suggestions from citizens and interested groups is now open, concluding on November 26.
The councilor for Citizen Participation, Mónica Yanes, noted that the ordinance is "the reflection of Candelaria's democratic will" and "a profoundly humane regulation that strengthens neighborhood mediation and guarantees attention to people in situations of social exclusion." She highlighted that "civility and consideration are winning against uncivil behavior."
The regulation comprises 133 articles divided into eight titles, covering citizens' rights and duties, as well as the sanctioning regime. Key objectives include ensuring the care of public spaces, regulating aspects such as cleanliness, protection of urban furniture, parks, gardens, and green areas, and prohibiting graffiti, vandalism, and unauthorized advertising.
The full municipal ordinance can be consulted on the municipal Announcement Board via the Electronic Office.
