The Urban Development area of the Las Palmas de Gran Canaria City Council has greenlit the acquisition of a property in Llano de Las Mozas, located between Tenoya and La Cazuela, intended for the construction of the future municipal animal protection center. The allocation of 595,000 euros concludes a two-year process marked by internal disagreements between the Intervention department and the Urbanism service.
The need for these facilities, mandatory since 2017, has been delayed by complex negotiations. In May 2024, the company Explotaciones Godoy Suárez, owner of the land, proposed its sale for 592,329.6 euros. Urbanism requested an external valuation that set the price at 640,060.73 euros.
The situation intensified due to the Gran Canaria Island Council's refusal to transfer abandoned animals to the insular shelter since January 2023, leaving La Favorita facilities as the only option. These did not meet minimum standards and generated neighborhood complaints.
In October 2024, the Council retained 640,060.73 euros for the purchase, with the approval of the Legal Advisory department. However, Intervention halted the operation in February 2025, citing a lack of terms of reference, doubts about the sole suitability of the plot, and the overpricing by the City Council.
Urbanism responded by drafting terms and detailing the inspection of 32 alternative plots, most rejected due to proximity to urban areas, prohibited use, or existing occupation. An Urbanism technician assumed the valuation of 640,060.73 euros, but Intervention again blocked the operation in May 2025.
Faced with the deadlock, the property made a new offer in July, reducing the price to 595,000 euros. Urbanism defended the direct acquisition due to the "peculiarities of the need" and the "special suitability and location" of the plot. It was argued that the new offer was lower than the municipal valuation and the updated initial offer.
Despite this, Intervention issued another dissenting report in November 2025. Finally, the mayor of Las Palmas de Gran Canaria resolved the discrepancy in December 2025, overriding Intervention's objection and siding with Urbanism.
With this resolution, the 595,000 euros have been reserved. The City Council and the property have committed to formalizing the purchase deed within a maximum of two months, ending two years of procedures.
