Las Palmas de Gran Canaria City Council Reallocates Fdcan Funds for 2023-2027

The reprogramming of 83.5 million euros prioritizes new projects and reduces investment in the MetroGuagua and social housing.

The Las Palmas de Gran Canaria City Council has approved a modification in the allocation of funds from the Canary Islands Development Fund (Fdcan) for the 2023-2027 period, maintaining the total amount but readjusting investment priorities.

The decision, made in a plenary session, responds to the need to adjust amounts and ensure 100% justification of funds, especially given the execution of works that must be paid for by July 31, 2026. This reprogramming, which still requires approval from the Cabildo de Gran Canaria, maintains the total of 83.5 million euros allocated.
Among the most significant changes, there is a reduction in contributions for the MetroGuagua, which decreases from 6.47 to 5.86 million euros, with no reservations from 2025 onwards. Funds for road maintenance (from 11.98 to 5.64 million), the network of viewpoints (from 3.7 to 1.53 million), social housing (from 20.57 to 15.63 million), and cultural endowments (from 20.05 to 18.46 million) also decrease. Additionally, the 6.32 million euro allocation for the eastern maritime front project has been eliminated.
Conversely, investments in the Pueblo Canario (from 5.23 to 5.3 million) and wetland conservation (from 5.76 to 7.61 million) have increased. The reprogramming introduces new projects such as the Sanapú park (3.89 million), the transformation of the Almatriche road (6.5 million), and improvements to access roads to Los Tarahales (4.37 million). Also included are the provisional restoration of the connection between Nicolás Estévanez and the GC-1, projects for rest areas in Mesa y López, renewable energy in schools, and improvements to municipal infrastructure.

Opposition representatives have expressed various opinions. A councilor from the PP recalled that the Fdcan does not distribute funds equitably, pointing out that Las Palmas de Gran Canaria, with 44% of the population, should receive a larger allocation. Another councilor, from Vox, abstained from the vote, calling the MetroGuagua a "bottomless pit" that continues to receive contributions.
