The municipal Plenary recently approved the credit recognition to pay five invoices to Disa for fuel supplied to the IMD's machinery and vehicles. These invoices, totaling 1,685.71 euros, were generated between April and August 2022, during the previous mandate, and were registered in October of the same year.
The main reason for this prolonged delay was the absence of a valid fuel supply contract, which complicated administrative processing and required additional controls. The previous contract had been extended until May 2021, and although a minor contract was initiated to cover the service until March 2022, a new agreement was not established until December 2022.
“"Due to the lack of a contract, the IMD decided not to continue with fuel expenses and, consequently, not to use the vehicles and stop the affected machinery."
This situation left the 2022 invoices in administrative limbo, declared void, triggering an extensive procedure for their nullification. This process extended until October 2025, when the debt settlement was ordered, and the necessary extrajudicial credit recognition began. However, the proposal did not complete its processing until December 2025, preventing its approval by the Plenary and necessitating a restart of the process that has now been resolved.
The Sports councilor stated that the current contract has been in force since 2022 and affirmed that the machinery continued to be used despite the pending invoices. On the other hand, an opposition councilor criticized the management, indicating that the government tends to let extensions expire and not call for tenders on time, which led to the need for minor contracts for recurring services and the immobilization of vehicles and machinery between August and December 2022. Another opposition councilor described the delay as an example of poor management.
The mayor acknowledged the difficulties in procurement processes, referring to a report from the Court of Auditors on the challenges in public contracting, and highlighted the efforts made in the last three years to improve the situation.
