The Cabildo's Administrative Contracts Tribunal has lifted the suspension that prevented the opening of the new Taliarte Nuevo sociosanitary center, an expansion of the Taliarte residence in Telde. The decision allows the center to open its doors in September, overcoming several administrative setbacks.
The management contract award to ICOT, which ranked second in the offer evaluation, is now free of impediments after the special appeal by Avericum SLU against its exclusion was dismissed. Avericum SLU's exclusion was approved by the Institute for Social and Sociosanitary Care (IAS) for failing to provide the required solvency credentials.
The Tribunal's resolution states that the appeal cannot be upheld due to a lack of motivation, as the core of the decision was identified and reasoned within the file, allowing for effective contradiction. The appeal process followed the initial winner, Fundación SAMU, failing to submit the required documentation for contract signing.
The Taliarte Nuevo sociosanitary center will offer 120 public places for individuals with dependency needs, spread across two four-story buildings. It will feature single and double rooms with sea views and will employ 105 workers.
The launch of this expansion has faced several delays since the start of the process, including the suspension of the first construction tender in April 2021. The initial execution budget was 16.5 million euros with a 20-month construction period, although it was later tendered for 15.6 million euros and 18 months. Now, 39 months later, the opening is anticipated for September.
