Following the XI Congress on Transparency and Good Governance held in Santiago de Compostela, García emphasized the need to reinforce resources dedicated to transparency and to fully integrate it into daily public management.
The commissioner valued the exchange of experiences and knowledge from the congress, highlighting the active participation of the Canary Islands Transparency Commissioner's team in the debates. "Transparency needs resources, but it also needs commitment and continuity. We must ensure it becomes part of the culture of our institutions and of everyday public management," she stated.
One of the key areas addressed by the Canarian team was the right to public information access. Special attention was given to the issue of administrative silence and the search for joint proposals to expedite request processing, improve administrative responses, and strengthen citizen guarantees.
The Canary Islands are positioning themselves as a benchmark in transparency evaluation. The island's experience in this field, with specific tools to measure public entities' compliance with active publicity obligations, was highlighted during the congress.
This evaluation model allows for measuring progress, identifying areas for improvement, and guiding policies for continuous enhancement. Noelia García underscored the importance of these mechanisms for understanding the actual application of transparency and the aspects requiring reinforcement.
The congress brought together professionals and officials in the field of transparency and good governance, facilitating the analysis of current challenges. Canary Islands' participation served to share the accumulated knowledge from the islands and to continue developing new proposals in key areas such as access rights and transparency evaluation.
