The Government of the Canary Islands has published the guidelines for the 'Concilia' program in the Official Gazette of the Canary Islands (BOC). This initiative aims to support self-employed individuals in balancing their family and professional lives. The aid covers various situations, including substitutions for maternity, paternity, adoption, foster care, or risks during pregnancy and breastfeeding.
Furthermore, the program subsidizes the hiring of support staff for the care of minors, the elderly, or dependents, as well as covering part of the cost of childcare services like nurseries or day centers. The Vice President of the Government and Minister of Economy, Manuel Domínguez, emphasized that work-life balance is a fundamental pillar for strengthening the self-employed sector and job creation in the islands.
The call is open to all self-employed residents in the Canary Islands, regardless of their sector or seniority. The aid is retroactive from October 18, 2025, and even allows for the hiring of family members. The program is divided into three lines: Concilia 1 (substitutions due to leave or risk), Concilia 2 (permanent hiring for caregiving), and Concilia 3 (coverage of care service costs).
The aid amounts vary, potentially reaching up to 8,800 euros in cases of risk during pregnancy or breastfeeding, and up to 7,500 or 9,000 euros for permanent hires targeting priority groups. For Concilia 3, 75% of the care service costs are covered, up to a maximum of 3,000 euros.
These measures are part of a broader strategy by the regional executive to support self-employment. This includes the +uno52 plan for the labor reintegration of individuals over 52, the Temporary Incapacity program, and raising the IGIC threshold to 50,000 euros for small businesses. Additionally, interest on loans for productive investments will be subsidized.
