New Canarias Chief Prosecutor Sets Priorities: Gender Violence and Migrant Minors

Jaime Serrano-Jover takes office aiming to strengthen specialized resources and inter-administrative coordination across the islands.

The new Chief Prosecutor of Canarias, Jaime Serrano-Jover, has established the fight against gender violence and the protection of migrant minors as central pillars of his mandate, emphasizing the need to enhance resources and coordination.

During his inauguration speech, held at the former Palace of Justice in Las Palmas de Gran Canaria before the State Attorney General, Teresa Peramato, Serrano-Jover stressed the urgency of boosting specialized means to assist victims of gender-based violence and ensure an equitable judicial response throughout the archipelago.
In this regard, the chief prosecutor will promote the creation of a third Unit for Violence Against Women in Tenerife, aiming to ensure no resident receives lower quality care based on their island of residence. Furthermore, he advocated for establishing a specialized judicial body in Tenerife for violence against children and adolescents, mirroring the model in Las Palmas de Gran Canaria, to prevent the "re-victimization" of minors and guarantee a "specialized, comprehensive, and humane" response.
Serrano-Jover also highlighted the importance of Victim Support Offices, advocating for their implementation across all judicial districts in Canarias to provide immediate legal, psychological, and social assistance to those who have suffered a crime.

Regarding the migratory crisis, the chief prosecutor underscored that the protection of unaccompanied migrant minors is an "absolute priority," urging for the reinforcement of the Prosecutor's Office resources and collaboration with involved administrations and entities. He noted that Canarias' reality as an entry point for migrants to Europe is not merely a logistical challenge but a matter of fundamental rights.
He believes that the massive arrival of individuals in extreme vulnerability, including a significant number of minors, demands a coordinated, efficient, and "deeply humane" response from the Prosecutor's Office. He pointed out that the Canarias Prosecutor's Office is a "recognized benchmark" in managing this crisis, and to maintain this, prosecutors and auxiliary staff will be reinforced, coordination with State Security Forces and Corps, regional police, the Directorate General for Child Protection and Families, Legal Medicine Institutes, bar associations, the United Nations High Commissioner for Refugees, and frontline NGOs will be strengthened.
The Chief Prosecutor's Office will "unwaveringly" assume commitments such as ensuring medico-legal procedures for determining biological age, supervising reception conditions, securing documentation and care for minors, and preventing the violation of fundamental rights in referral processes to the mainland.
Finally, Serrano-Jover championed the work of prosecutors and civil servants in Canarias despite difficulties arising from the archipelago's territorial dispersion, workload, and material limitations. One of his objectives will be to enhance coordination among the island prosecutor's offices for a homogeneous and effective performance, and to promote technological modernization with the electronic judicial file and new management tools.
