The initiative, promoted by the Administrative Modernization Bureau, establishes a collaborative framework involving both the island institution and local municipalities. The project addresses the need to modernize internal processes through advanced tools such as artificial intelligence and smart data management.
The document was developed following an exhaustive analysis of the current state of electronic administration in Lanzarote. This study, conducted by academic experts, included technical diagnostics and institutional interviews to identify both existing progress and remaining challenges regarding security and staff training.

The strategy is structured around six fundamental pillars and will be executed in three distinct phases. Key priorities include harmonizing municipal electronic offices and reducing technological gaps between different municipalities, ensuring all local administrations have similar capabilities to provide quality digital services.
To ensure objectives are met, the plan incorporates a monitoring system aligned with the Sustainable Development Goals. Through this measure, the Cabildo de Lanzarote seeks to consolidate a public management model that is more transparent, agile, and oriented toward the real needs of the population.
