The assembly of the Island Water Consortium, which includes the Cabildo and the seven municipalities of the island, aims to mark a definitive turning point in water management. The mayors are expected to present their position on the initiative by the island's president, Oswaldo Betancort, to end the contractual relationship with the company.
In addition to the potential termination, an agreement is anticipated to authorize effective intervention. The Island Water Consortium itself would assume responsibility for desalination, distribution, and sanitation on the island. Both points are expected to be approved, given that the Cabildo holds 60% of the representation and there is a high probability that all seven municipalities will adhere to the proposal, at least regarding the rescue of the integral water cycle.
The decisions made in this assembly will be submitted to the Canary Islands Consultative Council, which will determine the legality of the steps taken to date. The ruling is expected to be communicated to the affected parties around June. During this waiting period, measures will be implemented to consolidate a precautionary intervention, anticipating a potential adverse reaction from Canal Gestión Lanzarote, a subsidiary of Canal de Isabel II, which has been providing services on the island since June 2013.
The agenda also includes granting new powers to the official overseeing the concession contract. However, there is no mention of tariff review, as a pronouncement from the Canary Islands Price Commission is still pending. This latter aspect does not seem feasible in the short term without the approval of Canal Gestión Lanzarote.
The meeting is scheduled for 8:00 AM, coinciding with an extraordinary plenary session previously called in Yaiza, leading to considerations of delaying one of the two appointments.
Aside from water management, the assembly will also address the approval of a regulatory change for subcontracting the maintenance of the Island Water Consortium's wind farms. The goal is to unify logistics into a single package, due to difficulties in finding an entity to focus exclusively on the two wind turbines operating next to the desalination plants in Punta Grande.
