Concentration of Proexca's Political and Executive Control in Tenerife Denounced

The Cabildo de Gran Canaria has voiced concerns over the concentration of staff and executive positions within the new Strategic Projects Office of Proexca in Santa Cruz de Tenerife.

The island institution of Gran Canaria has expressed its disagreement with the decision by the public company of the Government of the Canary Islands, Proexca, responsible for economic internationalization and attracting foreign investment, to locate all personnel and management positions for its Strategic Projects Office in Tenerife.

"It is unjustifiable for an office of this nature to be centralized on a single island, ignoring the economic and geographical reality of the Canary Islands and violating the principle of cohesion and territorial balance."

This situation was revealed on Wednesday by the president of the Cabildo, who will present a motion in Friday's plenary session. The motion, promoted by the governing group, deems this centralization unacceptable and contrary to the equitable distribution of resources across the archipelago.
The initiative requests the Government of the Canary Islands and Proexca to reallocate or create new positions for the Strategic Projects Office on other islands, particularly in Gran Canaria. The aim is to ensure a balanced territorial distribution of human resources, facilitating agile and effective in-person support for strategic investment projects throughout the Canary Islands.
Furthermore, the motion urges the regional Government to adopt an archipelagic approach in the design and execution of foreign promotion and investment attraction policies. This would guarantee the balanced participation of all islands, both in the location of services and in institutional representation and decision-making. It also calls for balanced representation from all islands in the selection and appointment processes for leadership roles in foreign promotion entities, overcoming the current concentration of executives on a single island.
The Cabildo notes that the political and executive control of Proexca is currently concentrated solely in Tenerife, reporting directly to the presidency of the Government of the Canary Islands. The Strategic Projects Office of Proexca was established in June 2025 and, in the latter half of last year, launched a selection process for seven job positions located in Santa Cruz de Tenerife, despite objections from the Chamber of Commerce of Gran Canaria and the Economic Promotion Society of Gran Canaria (Spegc).
