The modification, approved on Thursday, October 15th, in an extraordinary plenary session, introduces a broader system of discounts linked to specific behaviors in waste prevention, separation, and responsible management. It also incorporates measures to facilitate payments and address economic vulnerability. The proposal passed with favorable votes from PSOE, CC, and PP, while Nueva Canarias, Somos Tacoronte, Sí Se Puede, and Ciudadanos voted against it.
Key novelties include incentives for composting and organic waste separation. Households that compost will receive a 30% discount, rising to 35% for restaurants and food establishments. For using the brown bin, the discount will be 25% for homes and can reach 35% for restaurants and food establishments. Furthermore, food waste prevention is specifically rewarded, with distribution and catering establishments benefiting from a 25% to 35% discount for implementing waste reduction systems.
Incentives are also included for using the mobile clean point (1% per use, up to five annual uses) and social discounts. Households in need or at risk of social exclusion will receive a 95% reduction, and those meeting income, residency, and housing requirements will get a 50% discount. An additional 5% is offered for direct debit or personalized payment plans.
Mayor Sandra Izquierdo highlighted that the modification aims for waste management to consider not only the obligation to finance the service but also behaviors that reduce its impact and costs. "We want to move towards a system that recognizes those who make an effort to separate, recycle, compost, and reduce their waste," she stated. Councilor for Solid Waste, Eduardo Dávila, emphasized that this is a text undergoing continuous improvement.
Eduardo Dávila recalled actions taken in 2026, such as the information campaign, a taxpayer guide, the purification of the fiscal register, and a €250,000 budget allocation for aid linked to biowaste management. As of September 30th, over 1,000 kits for organic waste collection had been distributed, representing 37.8% of the total distributed by the Mancomunidad del Nordeste. The City Council has requested to advance door-to-door organic waste collection for establishments at no additional cost.
The modification also simplifies tax compliance with increased payment installment options in 2027 (2, 4, 7, or 10 payments). A transitional provision is established for brown bin discounts in 2027 and 2028, adapting participation requirements to the service's availability in each zone. A specific fee is set for non-residential properties without economic activity.
These measures align with Law 7/2022, which mandates local entities to have a specific and differentiated fee covering the real cost of waste management without being deficitary. The goal is to progressively move towards a system with better data on actual waste generation, adjusted discounts for different user profiles, and consideration of both service costs and prevention measures.
The text was published on Monday, October 19th, in the Official Gazette of the Province, opening a 30-business-day period for objections and suggestions before its final entry into force.
