The operational start of the new sociosanitary center in Telde, built next to the Taliarte residence, has been postponed from July to September. This delay is because the company that won the bid for its management, Fundación SAMU, did not submit the required documentation for contract signing in a timely manner.
This withdrawal has compelled the Institute for Social and Sociosanitary Care (IAS) of the Cabildo to propose ICOT, the second-place bidder, as the new contractor. The award, now budgeted at 8.3 million euros for 24 months with a possible one-year extension, must undergo a new public exhibition period.
The launch of the Taliarte expansion has encountered several setbacks since the project's inception. The initial tender for the works in April 2021 was suspended due to an appeal by the National Confederation of Construction, forcing a new bidding process. Initially budgeted at 16.5 million euros for 20 months, the works were re-tendered in April 2022, with construction beginning in December of that year, an awarded budget of 15.6 million, and an execution period of 18 months.
Three and a half years later, and while the equipping and furnishing of Taliarte Nuevo are being completed, the management contract for the center is being re-awarded. It will offer 120 public places for dependent individuals, spread across two four-story buildings. Each floor will house a unit for 15 people, with single and double rooms offering sea views. A staff of 105 workers is planned for user care.
Furthermore, the Cabildo will present next week the commencement of rehabilitation works for the former Tafira Psychiatric Hospital. This building, inaugurated in August 1938 and closed since 1999, will be transformed into a new sociosanitary center capable of accommodating 246 dependent individuals, with 216 residential places and 30 day-center places.
The rehabilitation of the protected building, designed in a rationalist style by architect Miguel Martín-Fernández de la Torre, is scheduled for 24 months and will be entirely funded by the Cabildo's own resources. The sole bidder for this project, the UTE comprising companies TMR, TROP, and ASCH, has been awarded the contract for 40.13 million euros, nearly five million less than the initial tender estimate of 45.10 million.
