The Governing Chamber of the TSJC argues that the increase in litigation, the accumulation of pending cases, and recent legislative reforms make the structural expansion of the judicial system "unavoidable" to ensure effective judicial protection. The request is divided into 30 positions for the province of Las Palmas and 23 for Santa Cruz de Tenerife.
In the province of Las Palmas, significant reinforcements are requested for the Provincial Court (three civil and three criminal positions), the Social Chamber of the TSJC (one position), and the courts of instance. Nine positions are requested for the Court of Instance of Las Palmas de Gran Canaria, four for Telde, three for San Bartolomé de Tirajana, one for Arucas, and another for Santa María de Guía. Additionally, three positions are included for Arrecife and two for Puerto del Rosario.
For the province of Santa Cruz de Tenerife, the proposal includes 23 new positions. The Provincial Court of Santa Cruz de Tenerife would receive four positions in its civil sections and one in the criminal section. The Social Chamber of the TSJC in Santa Cruz would get two positions. For the courts of instance, six positions are requested for Santa Cruz de Tenerife, two for San Cristóbal de La Laguna, three for Arona, and one each for Güímar, Icod de los Vinos, Granadilla de Abona, Santa Cruz de La Palma, and Los Llanos de Aridane, respectively.
The report emphasizes that many of these positions are due to sustained "structural overload" and a backlog that "constantly grows." Others are justified by regulatory changes and the need for specialization in sensitive areas such as violence against women or children. The document uses terms like "collapse" and "real strangulation of response times" to describe the situation in some bodies.
The Governing Chamber concludes that the proposed expansion represents the "strictly necessary and non-negotiable threshold of structural expansion" to manage the current workload and that anticipated with current legislative reforms.
