The Governing Council of the TSJC bases this request on the necessity to tackle the considerable workload borne by numerous judicial bodies in the Canary Islands. The increase in litigation, the accumulation of pending cases, and the impact of recent legislative reforms make a structural expansion of the judicial system essential to ensure an effective response from the public justice service.
Of the 53 requested positions, 30 would be allocated to the province of Las Palmas. These include three for the civil sections of the Provincial Court, three for the criminal sections, one for the Social Chamber of the TSJC in Las Palmas, and several for the courts of instance in Gran Canaria, Lanzarote, and Fuerteventura. Specifically, nine positions are proposed for Las Palmas de Gran Canaria, four for Telde, three for San Bartolomé de Tirajana, one for Arucas, one for Santa María de Guía, three for Arrecife, and two for Puerto del Rosario.
Meanwhile, the province of Santa Cruz de Tenerife would receive 23 new positions. The Provincial Court would gain four positions in its civil sections and one in Seat number 5 of the Criminal Section. The Social Chamber of the TSJC in Santa Cruz de Tenerife would receive two additional positions. Furthermore, six positions are requested for Santa Cruz de Tenerife, two for San Cristóbal de La Laguna, three for Arona, one for Güímar, one for Icod de los Vinos, one for Granadilla de Abona, one for Santa Cruz de La Palma, and one for Los Llanos de Aridane.
The TSJC's statement indicates that several of these positions are to address "structural overload situations" and the constant increase in pending cases. Others are justified by recent regulatory changes and the need to enhance specialization in areas such as violence against women or children and adolescents.
The Governing Council concludes that this expansion represents the minimum structural reinforcement necessary to cope with the current workload and that which legislative reforms currently in effect are likely to generate.
