The Council will soon tender a service covering 265 hectares, an 8% increase from the previous contract, including a total of 61,205 trees and palm trees. Councilor Gemma Martínez Soliño and Head of the Green Infrastructure Service, Víctor Alonso, presented the key features of this contract.
This contract is divided into three lots: two for the comprehensive maintenance of the city's green spaces (with budgets of 47.5 and 47.8 million euros, respectively) and a new lot of 1.3 million euros for service monitoring and quality control, as well as specialized technical advice. A rule has been established that no single company can provide services in more than one lot simultaneously to promote competition.
The tender requires greater professionalization, mandating the hiring of at least 331 people, including gardening foremen and gardeners per lot. For the first time, certified arboriculture specialists are required for urban tree management.
As a novelty, responsible contracting clauses are incorporated, requiring at least 30% of contracts to be for individuals in vulnerable situations, representing a 15% increase in personnel. Additionally, an annual investment of 4,000,000 euros is planned for the total renewal of service vehicles, machinery, and work tools.
The contract also includes a modification mechanism to adapt to the care of new landscaped areas, allowing for up to a 20% increase in areas to be maintained. Following its approval, it will be published in the Official Journal of the European Union and on the Public Sector Contracting Platform.
Citizen attention will be modernized with the creation of an accessible digital inventory and more direct channels for reporting incidents, with a maximum response commitment of 72 hours.
