The General Urban Plan is the tool that defines where construction is permitted, land uses, and how the city should grow, directly impacting the daily lives of citizens. Adapting the current plan, which dates back to 2002, has become imperative due to the population increase, now exceeding 104,000 inhabitants, and constant regulatory modifications. Despite attempts to update it since 2006 and an initial approval in 2015, legislative changes and administrative complexity had prevented its completion.
