Close-up of a Spanish Guardia Civil UCO report with official stamps and blurred text, highlighting a section mentioning a meeting between politicians and business representatives.
A report from the Civil Guard's Central Operational Unit (UCO) places Andoni Ortúzar and Joseba Aurrekoetxea of the PNV at a meeting with executives from Tubos Reunidos, a company that received a 112.8 million euro rescue. The encounter occurred within the investigation into the Leire Díez plot.
A document from the UCO, dated May 6, reveals the existence of a meeting held on January 28, 2025. Participants reportedly included Carlos López de las Heras and Vicente Fernández, representatives of Tubos Reunidos, along with Andoni Ortúzar and Joseba Aurrekoetxea from the PNV. This meeting took place three years after the company was rescued with 112.8 million euros.
The UCO report analyzes the operations linked to the rescue managed and granted by the SEPI to the Basque company Tubos Reunidos. According to previous information, another meeting was held on November 13, 2024, at the PSOE headquarters on Calle Ferraz, to secure a deferral of a partial interest payment on the company's debt.
This second meeting, according to a UCO report from May 26, 2026, was attended by Santos Cerdán himself, Leire Díez, and two executives from Tubos Reunidos. It is detailed that, in relation to this operation, Vicente Fernández allegedly invoiced 40,000 euros to Tubos Reunidos.
The UCO indicates that the executives of Tubos Reunidos, following the instructions of Leire Díez and apparently Santos Cerdán, submitted the requested application to FASEE (rescue fund). Just two days later, they received communication from one of its officials stating that the report was being finalized, suggesting a positive outcome.
Sources from the PNV have acknowledged the party's interest in the situation of strategic companies, arguing that defending the welfare of the Basque citizens and protecting jobs are fundamental parts of their daily work. They state that they will continue to do so in the future if necessary, given the importance of these companies for the economic fabric and social well-being.
