PSOE Denounces "Systemic Failure" in Canarian Government's European Funds Management

The opposition criticizes the low execution of European Recovery and Resilience Mechanism funds, while the executive defends its actions.

The main opposition party in the Canary Islands has labeled the deficient execution of European Recovery and Resilience Mechanism funds by the Canarian Government as a "systemic failure."

During a plenary session in the Canarian Parliament, a socialist deputy highlighted the "alarming" non-execution of these allocations. According to official data from the Ministry of Finance, the actual execution stands at 54.68%, leaving nearly 728 million euros unspent. This situation is considered "worrying" in any context, but even more so when analyzing the impact on critical areas such as housing.

The Canarian Housing Institute (Icavi) was cited as an example, with over 66 million euros pending execution and an anticipated return of 43 million this year, representing a quarter of its budget during a period of "housing emergency" in the archipelago. Furthermore, it was noted that out of 232 established milestones, only 80 have been achieved, equating to a 34% compliance rate.
In response, the Minister of Finance argued that the execution period for these funds is indefinite, as Spain has an extension until June 2028. The minister also indicated that the processing level of European funds in the Canary Islands is similar to the national average and that the non-execution of MRR funds also occurred during the previous legislature, starting in 2021, 2022, and 2023. She attributed part of the problem to a lack of coordination between the IT systems of the State and the autonomous communities.
