The deputy and deputy spokesperson for the Canarian Nationalist Parliamentary Group (Coalición Canaria), Socorro Beato, defended today in the Parliament of Canarias the reform of the Cabildos Law. She described it as a "necessary update to adapt one of the most unique institutions of the Archipelago to the current statutory framework and reinforce its role within the Canarian institutional system".
During her speech, Beato stressed that the debate on this bill has allowed for the recognition of what unites Canarias around an institution "proper, unique, and profoundly linked to our history, our political identity, and our way of understanding self-government". "When we talk about the island councils, we are talking about one of the most valuable institutions in Canarias, a fundamental piece of our institutional system and our way of organizing ourselves as an archipelago", she affirmed.
The Coalición Canaria deputy highlighted the essential role of the cabildos in areas such as infrastructure, territorial management, heritage protection, social care, culture, and sports, emphasizing their closeness to the reality of each island. She explained that the reform responds to the need to update the regulations to the institutional framework arising from the reform of the Statute of Autonomy of Canarias of 2018, with the aim of "clarifying functions, reinforcing legal certainty, and improving the integration of the cabildos within Canarian self-government".
Beato insisted that the law goes beyond a simple regulatory update, representing "a way of understanding Canarias, a Canarias that recognizes that each island has its own reality, that assumes its diversity as a strength, and that builds cohesion by respecting the singularities of each territory". She pointed out that the cabildos have historically been "key instruments for guaranteeing territorial balance and giving a voice to each island within the Archipelago".
The nationalist deputy spokesperson stated that "strengthening the cabildos does not only mean strengthening an administration. It means strengthening Canarias' response capacity, territorial balance, and our self-government". She also valued the consensus reached during the parliamentary processing, highlighting that "this Chamber demonstrates that it is still possible to find common ground when the general interest is above partisan differences".
Beato confirmed the favorable vote of the Canarian Nationalist Group for the bill, assuring that its approval sends a clear message: "Canarias believes in its institutions, strengthens its self-government, and bets on instruments capable of responding to the needs of each island". "Strengthening the cabildos is strengthening each island, and strengthening each island is strengthening Canarias", she concluded.
