The La Frontera City Council has approved the bidding process for the services required for the operation and maintenance of the municipal pool complex Cascadas del Mar, with an estimated value of 1.81 million euros.
The procedure, now open until December 2nd, includes three lots: water maintenance and control, lifeguard services and first aid kit maintenance, and concierge, cleaning, and gardening services. The base bidding budget is 484,300.72 euros annually (VAT included).
The plenary approval was mandatory as the contract's amount, considering its duration and potential extensions, exceeded 10% of the municipal budget's ordinary resources. The agreement passed with six favorable votes from the governing team and four abstentions from the opposition councilors.
The complex has undergone a lengthy process since 2023, involving various technical interventions and works. Following an initial maintenance and construction phase (2023-2025), new technical issues arose, such as cracks and significant water leaks, necessitating complementary actions and the renewal of filtering and disinfection equipment.
After a tender was declared void and structural problems were addressed, the City Council began preparing this new contract in September 2026. Technical reports indicated the need to outsource services due to the Council's insufficient personal and material resources.
“
"We are aware that the citizens have been waiting a long time to enjoy Cascadas del Mar again. We also know it has been a long process, and it is important to explain transparently what has happened and what steps we have taken."
“
"It wasn't just about opening the doors, but ensuring the pools met the necessary technical and sanitary conditions and had all essential services for safe and adequate provision. We have had to face problems that emerged during the different phases of the works, implement new actions, and re-process tender procedures that could not be completed."
“
"With the plenary approval and the open bidding, we take a fundamental step. Now we must complete the procedure, award the three lots, and coordinate their launch. Our commitment is to recover this public space for La Frontera, with all guarantees and a sustainable service."
The City Council will continue to inform citizens about the procedure's progress. A confirmed opening date is not yet available and will depend on the finalization of the bidding, contract award, and coordinated service launch.
