Arrecife Court Investigates Irregular Traffic Fines

The Instruction Court number 3 of Arrecife has taken on the Prosecutor's Office's complaint regarding the irregular cancellation of 2,279 traffic fines, which caused an economic loss of 575,583 euros to the City Council.

Magistrate Silvia Muñoz has initiated preliminary proceedings 711/26 to clarify anomalies in fine management in Arrecife. The investigation stems from a complaint filed by prosecutor Fernando Rodríguez Navarro, which was sent to the Dean's Office of the Arrecife Courts for distribution. The irregularities were initially detected by the Local Police of Arrecife, who alerted municipal officials to the existence of numerous sanctioning files annulled or canceled without proper administrative procedure.
Mayor Yonathan de León ordered an internal investigation last autumn, with a decree dated October 18, 2025. This investigation led to an audit and municipal reports that were sent to the Prosecutor's Office. The findings revealed the existence of multiple annulments of sanctioning files carried out in the computer system, identifying the users who executed these actions.
The Prosecutor's Office believes that the facts could constitute crimes of prevarication and embezzlement of public funds, given that the City Council failed to collect 575,583 euros. Furthermore, the possibility of falsification of public documents is being considered if the entries in the computer system to justify the annulments do not correspond to reality.

The existence of numerous actions to annul sanctioning files carried out in the computer system, identifying the users who had executed said actions.

The Prosecutor's Office's complaint is directed against seven municipal employees and requests various investigative actions. These include the declaration of these individuals as investigated parties, as well as that of Mayor Yonathan de León as a witness. The declaration of the officials who prepared the administrative reports and those responsible for the CGI system audit has also been requested.
The complete administrative file submitted by the City Council regarding the irregularities in fine management has been requested, along with a detailed list of the 2,279 annulled or canceled sanctioning files, including the date, responsible user, reason, and amount. The Prosecutor's Office suspects that the annulments were carried out by the seven investigated officials, often under the justification of a “direct order from the mayor,” which will require Yonathan de León's testimony to clarify this circumstance.
