Expenditure execution in Puerto del Rosario reached 74.86% in 2025, a substantial improvement from 62.04% in 2024 and 44.05% in 2021. This positive trend, adding over 30 percentage points in four years, indicates increased efficiency in public resource management, although 25.14% of the expenditure budget remained unexecuted.
In the real investment category, the improvement is even more significant. The Council reports that execution stood at 48.42% in 2025, nearly double the previous year. However, over half of the allocated investment funds, 51.58%, were not executed during the last fiscal period.
The City Council attributes these results to an enhanced budgetary management capacity and highlights its strong financial standing. The municipal entity maintains a 0% debt level, possesses a treasury reserve for general expenses amounting to 26.88 million euros, and had 25.29 million in liquid funds at the close of the fiscal year.
The evolution of expenditure budget execution has been dynamic in recent years: after 44.05% in 2021, it rose to 52.86% in 2022 and 65% in 2023, experienced a slight decrease to 62.04% in 2024, and finally rebounded to 74.86% in 2025.

The mayor emphasized the importance of active management: "We must be demanding of ourselves. Our goal is not to accumulate resources, but to ensure that an ever-larger portion of the budget is transformed into visible services, works, equipment, and improvements throughout the municipality."
Compared to other Canary capitals, Puerto del Rosario's 74.86% execution places it at the forefront. It surpasses Las Palmas de Gran Canaria's 64.18% and Arrecife's provisional 33.27%. In the western province, Santa Cruz de Tenerife executed 67.93% in 2024, while Santa Cruz de La Palma reached 58% in 2025.
The real investment indicator has shown notable improvement, rising from 14.01% in 2021 to 48.42% in 2025, more than tripling since four years ago. Despite this progress, half of the budgeted investments were not materialized in 2025.
The 2025 budget settlement confirms the municipality's zero debt status. The treasury reserve is adjusted at 26.88 million euros, with 25.29 million in liquid funds and a net saving of 4.06 million. The Councilor for Economy and Finance, Juan Manuel Verdugo, stated that this data demonstrates a "solvent administration, debt-free and capable of financing its ordinary operations with its own current income."
Verdugo added that this financial strength provides room to "continue improving budget execution, especially for investments," emphasizing that economic responsibility involves managing resources for a direct impact on the municipality.
Current income totaled 62 million euros in 2025, against current expenses of 58.50 million, resulting in a difference of 3.50 million. The adjusted budgetary result was 17.46 million euros, a figure that includes expenses financed by treasury reserves.
The City Council recognizes as a key challenge the continued increase in both overall budget execution and investment execution, aiming to translate its financial capacity into tangible improvements for municipal services and infrastructure.
