The Cabildo of Fuerteventura and the Observatory of Responsible Public Contracting of the Canary Islands have initiated a collaboration to promote reserved and strategic public procurement on the island.

The objective of this alliance is to transform island public purchasing into an effective tool for social cohesion, inclusive employment generation, and local economic development. The initiative addresses the need to strengthen the social enterprise sector in Fuerteventura, which is currently limited, to leverage the opportunities offered by the Law 9/2017 on Public Sector Contracts.
The collaboration will be structured around three main pillars: training, personalized advice, and technical support. A first training session has already begun for Cabildo staff on the regulatory framework, contract reservation, and the inclusion of social clauses in tender documents.
In the coming months, advice will be provided to contract-promoting departments to identify reservable services and design accessible tenders for social economy entities. Technical support will also be offered for the development of a Cabildo Government Agreement to set minimum reservation percentages, strategic contracting criteria, and monitoring mechanisms.
