The Environmental Body of Gran Canaria has stipulated that the tender for the train works, connecting Santa Catalina and Meloneras, cannot proceed without a prior landscape integration study. This analysis must evaluate all proposed solutions within the railway infrastructure projects, identifying and budgeting for necessary corrective measures.
The study, which covers all projects between Las Palmas de Gran Canaria and San Bartolomé de Tirajana, must be submitted to the monitoring commission before project approval and before the tender process begins. This is one of the key requirements imposed on the Cabildo de Gran Canaria as the project promoter.
Furthermore, the environmental impact statement obliges the promoter to include measures in the works' surveillance plan to minimize impacts on the population, such as traffic cuts and diversions, or interruptions to water and electricity services. Early communication of these incidents to citizens, including through telematic means, must be guaranteed.
The impact statement imposes on the promoter the obligation to include in the works' surveillance plan measures aimed at minimizing impacts due to service disruptions for the population, as well as to guarantee by all means at its disposal, including telematic means, the communication of incidents or affected services to citizens with sufficient anticipation.
Another significant condition is the establishment of an annual economic compensation program to mitigate direct or indirect impacts on the population, with adequate financial provision to cover impacts during both the construction and operation phases.
Additionally, it is requested that vegetation programs with trees and shrubs be implemented in stations and their influence areas, where viable, to provide shade. Exteriors should be complemented with permeable pavements to create thermally comfortable environments that can function as thermal comfort spaces and climate shelters.
The statement also includes a precautionary provision for heritage protection. If, during excavations in the San Telmo area or at kilometer point 3+601.65, remains of the old San Telmo pier, Santa Ana castle, or any associated constructions are discovered, they must be preserved in situ. After ensuring their protection, a technical project for their recovery and restoration must be submitted, which will be reviewed by the Historical Heritage Service before the resumption of works.
Finally, during the first year of operation of the train's wind farm, the "
"“shadow flicker” effect of the wind turbines will be monitored to assess its impact on nearby populations. If critical thresholds of 30 hours/year or 30 minutes/day are exceeded, corrective measures, such as stopping the affected wind turbines, will be activated.
