The TSJC ruling, which annuls the PIO revision for allegedly not adapting to the Land Law, was the central topic of the Cabildo plenary. The island president, Antonio Morales, described the judicial decision as «unjust, erroneous, superficial, and disproportionate».

According to the president, the ruling is based on an error by considering the Guidelines Law repealed, when several of its provisions remain in force. Furthermore, he argued that the main support for the PIO is the Land Law. The island government has announced it will appeal the ruling before the TSJC, the Supreme Court, and the Constitutional Court, and will analyze the feasibility of appealing to European courts.
The first vice-president and leader of the PSOE in the Cabildo, Augusto Hidalgo, supported the government's stance, pointing out that the ruling contradicts itself by stating that the Guidelines are repealed. He explained that the sixth transitional provision of the Land Law allows administrations to continue with planning modifications based on unrepealed Guidelines, which was the case for the Cabildo.
Meanwhile, the main opposition party, the PP, through its spokesperson, Miguel Jorge, asked if the island government has a «plan B» in case the ruling becomes final, given the «very bad news» it represents for the island. The island president responded that processing a new PIO could take more than ten years, recalling that the current one took 13 years to develop.
Another opposition party also inquired about the possibility of initiating a new plan review to cover a potential legal void and recalled that there are other judicial proceedings also seeking the annulment of the PIO. A third opposition party expressed its «astonishment» at the president's reaction and questioned the political responsibilities for the potential consequences of the annulment.
