The Cabildo de Lanzarote has awarded the NGO Emergencias de Lanzarote (Emerlan) the management of two night shelters for homeless individuals, involving an investment of over 4.1 million euros and scheduled to run until 2031.

This initiative, part of the island's social inclusion system, aims to strengthen the support network for those experiencing residential exclusion on the island. The award to Emerlan came after they were the sole entity to bid for the process, meeting all technical and administrative requirements.
The contract, valued at 4,143,474.34 euros, will have an initial duration of five years, with the possibility of extension for up to seven years. This funding guarantees the continuity of a service deemed essential within Lanzarote's social services.

"This award ensures the availability of a key resource to assist vulnerable people, with a model based on immediate and flexible care."

Oswaldo Betancort · President of the Cabildo de Lanzarote
The centers will operate under a low-demand model, designed to facilitate access for individuals who may not adapt to more restrictive resources. These spaces will offer temporary accommodation and basic care, prioritizing accessibility and reducing entry barriers, with the goal of providing a safe environment from which to begin social support processes.

"The new contract incorporates improvements aimed at raising the quality of service, both in direct care and in complementary inclusion programs."

Marci Acuña · Councillor for Social Welfare and Inclusion
The economic planning of the social agreement is distributed over several annual payments between 2026 and 2031, providing stability and continuity to the service. This medium- to long-term approach seeks to consolidate the network of care for homeless people on the island, ensuring sufficient resources to meet existing demand.
