The Government of the Canary Islands, through the ICAVI, has initiated the procedure to award 42 protected homes from public promotion in the Montaña Roja urbanization in Playa Blanca, Yaiza, Lanzarote. Construction is complete and they will be for general regime rental.

The development, whose works have already finished, will be for general regime rental and is incorporated into the public protected housing stock of the ICAVI, following the transfer of ownership by the Cabildo de Lanzarote. The homes have three bedrooms and a useful area of 90 square meters, plus a linked garage of 20 square meters each. Two of them are adapted for people with reduced mobility.
The initiative is part of the collaboration between the Government of the Canary Islands and the Cabildo de Lanzarote to increase the public housing supply on the island. Under the specific agreement signed by both administrations, the Cabildo has acquired the 42 homes with shared financing and, once construction is completed, has transferred ownership to the ICAVI, which will manage their allocation, operation, conservation, and maintenance.
The development is divided into seven quotas, in accordance with Decree 23/2026, of March 9, which regulates the Public Registry of Protected Housing Demanders of the Canary Islands and the allocation regime for public promotion protected housing. Specifically, two homes are reserved for people with reduced mobility or communication needs who permanently require a wheelchair or other technical support devices for ambulation; another two for individuals with these limitations who do not require such permanent support; three for victims of gender-based violence; eleven for individuals up to 35 years of age; four for individuals aged 65 or over; and one for returned emigrants. The remaining 19 homes correspond to the general quota.
To apply for a home, it will be essential to be registered in the Public Registry of Protected Housing Demanders of the Canary Islands by the deadline for submitting applications, as well as to meet the general requirements established in Decree 23/2026 and, where applicable, the specific conditions of the chosen quota. Registration in the Registry does not guarantee allocation on its own. General requirements include being of legal age or legally emancipated; proving residence in the Canary Islands for at least 12 uninterrupted years or 15 years if interrupted; and residing or working uninterruptedly in the municipality of Yaiza for at least the five years prior to the procedure's publication, with exceptions provided in the resolution. It will also be necessary to meet the housing needs stipulated in the regulations, comply with income and asset limits, and not incur exclusion causes for accessing public promotion protected housing.
Regarding income, as these are general regime homes, the family or cohabitation unit must achieve minimum income between 1.50 and 2.50 times the annual IPREM (Public Indicator of Multiple Effects Income) referred to 14 payments, depending on the number of members. Generally, income cannot exceed five times the IPREM, although the limit may reach six times in certain exceptional cases provided for in the regulations. Income and asset limits will be assessed based on the 2025 fiscal year.
Allocation will be carried out using the scoring system outlined in Annex II of Decree 23/2026, which will evaluate the social, economic, family, personal, and housing needs of the applicants. The suitability of the homes to the composition of each family or cohabitation unit, the number of bedrooms, accessibility, and the specific needs of their members will also be taken into account.
Interested parties will have from October 26 to November 16, 2026, to submit their applications. The process will be available on the electronic headquarters of the Government of the Canary Islands, through the specific procedure enabled for this call: https://sede.gobiernodecanarias.org/sede/tramites/10175. The application must adhere to the standardized model and can also be submitted through any of the means provided in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
