The hotel chain RIU justifies the need for the works due to the building's degradation from "exposure to sea spray" and proposes that the establishment, situated in a coastal protection zone, become a "benchmark for sustainability". The project includes the creation of six new rooms, parking areas, replacement of elevators and kitchen extractors, renovation of the reception lobby, creation of a new solarium and fitness area, as well as the renovation of a swimming pool and an adapted SPA area. RIU assures that the renovation will act "exclusively" on the existing building, focusing on interior areas, common areas, service areas, sports facilities, and pools, without increasing volume, height, or surface area.
The environmental body's report recalls that the hotel is surrounded by the Corralejo dune system and protected habitats of Natura 2000, such as the Corralejo SCI (Site of Community Importance) and the Dunas de Corralejo e Isla de Lobos SPA (Special Protection Area for Birds). Despite this, it is concluded that the works, by being developed on existing structures and within the hotel, do not foresee "significant" consumption of geological resources or "occupation of new natural land". The landscape impact is considered "limited" and linked to the execution phase.
Regarding Natura 2000, it is assessed that, with preventive and corrective measures, "no appreciable effects are foreseen that compromise the integrity of these spaces". Conditions are established to avoid auxiliary occupations outside the planned areas that could affect the dune system's communities and species. "Temporary disturbances" to fauna are acknowledged, requiring measures to "minimize noise, dust, lighting, and machinery presence". The temporary closure of operations during the works is supported.
The developer must comply with supervision by an environmental technician, the marking of protected species near the perimeter fence, such as Limonium tuberculatum (sea lavender), and the elimination of invasive alien species. During the Atlantic Cory's Shearwater breeding season, exterior lighting will be reduced. In case of discovering archaeological remains or heritage vestiges, works must be immediately halted.
The environmental body responded to allegations from environmental groups such as Agonane-Ecologistas en Acción, Turcón, and Ben Magec, stating that issues like occupation of public domain, urban legality, or increased building volume exceed the scope of the environmental assessment. It relies on reports from the La Oliva City Council to dismiss these allegations.
The renovation project focuses on updating the air conditioning system for improved energy efficiency, structural safety to reverse degradation, functional and accessibility modernization, and sustainability with water-saving technologies. RIU considers the renovation "imperative" for safety, environmental sustainability, and enhancing the hotel service, given the building's "critical technical and energy obsolescence".
