Iniciativa por La Gomera (IxLG) emphasizes the need for an updated planning instrument for Valle Gran Rey that provides legal security, meets housing demands, improves quality of life, and guides growth based on sustainability and territorial resilience criteria.
The group believes it is crucial to strengthen aspects of the document under review to ensure the future PGO aligns with its stated objectives, such as protecting the agro-cultural landscape, rational land use, climate change adaptation, and improving existing urban environments.
Among the observations submitted to the Valle Gran Rey City Council and the Government of the Canary Islands, IxLG suggests a deeper justification for the selected urbanistic alternative. They request a more exhaustive comparison with other options having less territorial and environmental impact, as well as incorporating previous experiences and proposals for the municipality.
IxLG also deems it appropriate to review the scope of the new planned residential and industrial developable land. They advocate for first analyzing the possibilities of rehabilitating the existing building stock, utilizing already transformed land, and promoting public and affordable housing to address the needs of the resident population.
The organization further proposes strengthening the protection of agricultural land and traditional agricultural heritage. They highlight that elements such as terraces, stone walls, irrigation channels, or palm groves are integral to the territorial and landscape identity of Valle Gran Rey and deserve greater recognition in future planning.
Another focus of the objections relates to climate adaptation and natural risk reduction. IxLG proposes incorporating more specific measures against sea-level rise, extreme weather events, and the vulnerability of certain coastal and ravine areas, aiming to ensure the future safety of people, infrastructure, and land use.
The group also requests reinforcing conservation measures in ecologically sensitive areas such as Charco del Conde, tamarisk groves, palm groves in the lowlands, or sites of high botanical value. Additionally, they propose measures to minimize light pollution along the coast and protect biodiversity associated with coastal ecosystems.
Among the proposals is the convenience of reviewing specific areas, such as La Hoya de Vueltas, to ensure any future action adheres to criteria of safety, environmental restoration, and adequate territorial integration.
IxLG stresses that these objections aim to contribute to a more robust, realistic, and consensual document for Valle Gran Rey, capable of balancing housing access, territorial protection, and balanced development, without intending to delay the General Plan's progress.
