Visocan Agreement in San Bartolomé de Tirajana: Local Comptroller Has Not Yet Given Approval

The PSOE points out that the municipal comptroller does not consider the detected errors in the agreement to be rectified, despite a counter-report from the council.

The agreement between the San Bartolomé de Tirajana City Council and the regional public company Visocan, aimed at building public housing, faces an administrative hurdle as it lacks definitive approval from the municipal comptroller.

Despite the municipal government presenting a legal counter-report in January, which supposedly rectified the detected procedural deficiencies in the agreement's processing, the local comptroller, Tania Naya, has not issued a favorable report. The PSOE spokesperson, Conchi Narváez, expressed concern during the last plenary session, stating that the issue persists fifteen days after that meeting.
The comptroller disagrees with the interpretation of the Mayor's Projects Chief, Fernando Ríos, who prepared a counter-report to refute the objections found in the file. These objections included warnings of "nullity defects" due to "serious procedural errors," according to a prior report from the municipal Heritage service.
In her latest financial control report, Naya emphasized that her department does not consider the identified objections and incidents to be fully and properly corrected. The comptroller deems it appropriate for "the competent body to assess the convenience of promoting a review of the agreement ex officio" to ensure its compliance with the legal system and to study the reimbursement of amounts already paid to Visocan.
The first deputy mayor, Alejandro Marichal, criticized the PSOE's interpretation, calling for "political responsibility and generosity" and suggesting that the party's interest lay in obstructing housing construction, which he described as beneficial for the municipality after 25 years without such large-scale projects.
Despite administrative doubts, Visocan has already put out to tender the construction of 50 homes in Lomo de Maspalomas. The deadline for submitting offers recently closed, although the base tender budget had to be increased by one million euros, raising the estimated contract value.
