Historic Agreement for Civil Service Conversion of Labor Staff in Canarias

The Government of Canarias and unions agree on a plan that will allow almost 8,000 public employees to become career civil servants.

The Government of Canarias and major trade unions have reached a landmark agreement for the civil service conversion of up to 80% of the labor staff in the General Administration, affecting 7,749 workers.

This organizational plan, signed between the autonomous executive and the unions, paves the way for 7,749 labor employees, of whom 3,891 are permanent, to become career civil servants. A significant portion of these professional categories will be able to voluntarily change their legal relationship with the Administration in an initial phase, as stipulated in the agreed document.
Labor staff constitute 60% of the public employees in the autonomous General Administration. The Strategic Plan for the Organization of Labor Staff, valid for four years, not only facilitates civil service conversion but also regulates the access system, promotes mobility, professional development, and improves the conditions and rights of these workers.

The agreement was signed by the president of the Government of Canarias, Fernando Clavijo, the minister of Presidency and Public Administrations, Nieves Lady Barreto, and representatives from the unions CSIF, CCOO, Cobas, Sepca, and Intersindical Canaria. The document addresses key aspects such as professional reclassification, mobility through competitive examinations, internal promotion, and the bases for new selection processes.
Civil service conversion is the most innovative aspect of the plan, but it also commits to equating labor staff with civil servants in other rights, including mobility, promotion, reduction of temporary employment, public employment offers, and professional reorganization. These points will be developed in the coming years.
During the signing ceremony at the Presidency headquarters in Santa Cruz de Tenerife, Fernando Clavijo emphasized that the main objective is to improve public service to citizens. For her part, Nieves Lady Barreto highlighted that the plan transforms the Administration's relationship with its staff and the method of access, noting that 79% of the labor staff are women, reflecting historical differences in access to the public labor market.
