The Minister of Social Welfare, Candelaria Delgado, has reaffirmed the plan to finalize the development of social concertation and concerted action as a stable formula for providing public social services in the Canary Islands, rejecting any claims of inactivity.

The Minister of Social Welfare, Equality, Youth, Childhood, and Families of the Government of the Canary Islands, Candelaria Delgado, emphasized in the Parliament of the Canary Islands that a rigorous and complex process is underway to ensure this indirect management instrument functions with security and stability. Social concertation differs from conventional contracts or annual subsidies, maintaining public planning, funding, access, evaluation, and control, aiming to complement and preserve the public social services system.
The minister highlighted that the goal is not to hastily approve a regulation, but a workable, financially sustainable, and legally secure framework. Currently, two administrative files are in progress: a general one to modify Decree 144/2021 and a specific one from the Directorate General of Social Services, which is in its final phase after overcoming key administrative procedures, including the report from the Legal Office of the Government.
Social concertation will ensure economic sufficiency and cost coverage, with prior studies for salary expenses, Social Security, and operational costs without industrial profit. It will also include revision mechanisms for changes in collective bargaining agreements. Furthermore, calls will prioritize the individual's roots in their environment to prevent displacement to other municipalities or islands.
Through the new document, the Administration will continue to manage access and waiting lists, ensuring that users do not experience interruptions in care upon the termination or extinction of a concert. A pluriannual and evaluable relationship will be promoted, subject to solvency, accreditation, transparency, audits, and technical monitoring requirements, incorporating direct evaluation from users and their families.
