CCOO Denounces Blockage in the Incorporation of 33 Local Police Officers in Telde

The union criticizes the paralysis of the appointment process for officers, which the City Council justifies with a judicial ruling.

The Federation of Citizen Services of Comisiones Obreras Canarias (FSC-CCOO) has denounced the paralysis of the incorporation process for 33 Local Police officers in Telde, despite them having successfully completed all selection phases.

The union argues that the Telde City Council is blocking the definitive appointment of the trainee officers, based on a judicial ruling that, according to CCOO, does not require the suspension of the procedure.
For its part, the council has stated that it is awaiting a definitive ruling from the Contentious-Administrative Court No. 1 of Las Palmas de Gran Canaria to finalize the process. They explain that the judicial resolution does not annul the entire opposition, but rather orders a review of a specific part of one of the tests, specifically the correction of a practical case where an incorrect legal criterion was applied.

"This procedure is decisive, as until there is a judicial pronouncement that validates the correct execution of the sentence, it is not possible to move towards the definitive proposal for appointment as career civil servants for the 33 trainee officers."

CCOO insists that the ruling, issued in October 2025, is limited to declaring the nullity of a specific part of the process and ordering its re-correction, but does not suspend appointments or prevent the completion of the procedure for applicants who have passed all phases. The union emphasizes that the ruling protects third parties in good faith who have already completed the selection process.
For the FSC-CCOO, it is contradictory that the City Council uses the same ruling as an argument to block the appointment of those who are precisely protected by it. The selection process is materially finished, and the officers have passed the opposition, the selective course, and the internship period, with only the formal act of their appointment pending.
The union has filed an appeal for reconsideration demanding immediate appointment and does not rule out taking legal action if the situation persists. They are confident that the City Council will unblock the situation before the summer period.
