Las Palmas de Gran Canaria Expands Vulnerability Certificate Points for Migrants

The Las Palmas de Gran Canaria City Council has strengthened its municipal services by opening a new service point for processing vulnerability certificates for migrants.

Since Thursday, the Citizen Service Office of the Isleta-Puerto-Guanarteme District, located on Pérez Muñoz street, has incorporated Social Services staff to manage these certificates. This new resource complements the existing service at the Metropol Building, where the Council has deployed specific teams since the beginning of the week.
The vulnerability certificate is a fundamental requirement in situations where other circumstances provided for in Royal Decree 316/2026 cannot be accredited, such as an international protection request, a job offer, or the existence of specific family ties.
To streamline the process, the City Council has implemented an appointment system for the Citizen Service Office of the Isleta-Puerto-Guanarteme District, available on Tuesdays and Thursdays. Appointments can be managed through the municipal website, the 010 telephone service, or digital kiosks located in municipal offices.
In addition to in-person processing, the procedure for requesting the certificate is also available through the municipal electronic headquarters, by submitting the corresponding form at the Citizen Service Offices for subsequent referral to Municipal Social Services.
The vulnerability certificate can also be issued by various collaborating entities specialized in social care and support for migrants, such as the Spanish Commission for Refugee Aid, the Confederation of Workers' Commissions, the Canarian Association of Intercultural Mediators, and the CESAL Association.
The City Council reminds interested parties that all information regarding the extraordinary regularization process is available on the official portal of the Ministry of Inclusion, Social Security and Migration, and advises using official channels and requesting an appointment in advance to ensure proper processing of this procedure.
