Through the Citizen Service Office and the staff of the Social Welfare area, the council reported that 790 certificates have been issued. Of these, 350 were processed during the first week of operation and 440 in the second, demonstrating the high demand registered in the initial weeks of the initiative.

Given this development, the City Council will reinforce its services starting this week, offering afternoon appointments on Tuesdays and Thursdays, from 3:00 PM to 7:00 PM. This measure aims to expand the processing of vulnerability certificates and facilitate access for applicants.
Appointments are exclusively by prior booking, and the City Council has increased the number of available appointments to meet the volume of registered requests. This in-person procedure is carried out at the Citizen Service Office of the Isleta-Puerto-Guanarteme District, as well as at the Metropol Building.
Prior appointments can be requested without a Digital Certificate or Permanent Cl@ve through the section enabled for this purpose on the municipal website, the telephone service 010, and the digital kiosks located in the Municipal Offices. The City Council also maintains the procedure for application through the municipal electronic headquarters, by means of the corresponding form, which must subsequently be submitted to the Citizen Service Offices for referral to the Municipal Social Services.
Additionally, vulnerability certificates can be issued by collaborating entities specialized in social assistance and support for migrants. These include the Spanish Commission for Refugee Aid (CEAR), the Trade Union Confederation of Comisiones Obreras, the Canarian Association of Intercultural Mediators, the CESAL association, the ECCA Social Foundation, and the Social Innovation Cluster for Change (SIC4Change) organization.
The City Council reminds that this certificate is necessary in cases where other circumstances provided for in Royal Decree 316/2026 cannot be accredited, and reiterates the importance of using official channels and requesting an appointment in advance to ensure proper processing.
