According to data presented by the party, the city council closed the fiscal year with a definitive expenditure budget of 645.3 million euros, of which 414.2 million were executed. This means that 231.1 million euros remained unused, affecting actions in neighborhoods, streets, sports facilities, housing, and public services.

The investment section was the most affected, with an execution rate of 33.3%. Of the 166.5 million euros allocated for real investments and capital transfers, only 55.4 million were executed, leaving 111 million euros uninvested. Furthermore, of the executed amount, the city council barely managed to pay 39.8 million, which, according to the party, indicates a slow payment pace for materializing projects.
The political party links this low execution to delays in key projects such as the Metroguagua and the Paseo del Guiniguada, as well as to the nullity of essential service contracts for urban maintenance. Despite this situation, the city council recorded high liquidity, with 672.9 million euros in liquid funds.
Regarding revenues, an interannual increase in municipal collection was observed. The 2025 settlement showed 499.2 million euros in net recognized rights and 477.2 million in liquid collection, higher figures than in 2024. The Popular Party concludes that these problems are due to a lack of planning and management, and warns that the delayed approval of the 2026 budget could lead to similar results.
