Canary Islands Promotes Affordable Housing Pool to Mobilize Empty Properties

The Government of the Canary Islands has tendered an integrated service to manage vacant private homes and offer them for rent at reduced prices.

The Government of the Canary Islands has taken a crucial step by tendering an integrated service for the launch of the Active Affordable Housing Pool, an initiative aimed at mobilizing vacant or underutilized private properties to offer them for rent at reduced prices and address the growing housing demand in the archipelago.

This tool, considered key for intervening in the residential market, primarily aims to increase the available housing supply. The contract, managed through the public company VISOCAN, has a budget of 1.8 million euros and will allow for the deployment of a comprehensive service that includes territorial diagnosis, property acquisition, pre-evaluation of applicants, mediation between owners and tenants, contract formalization, and lease monitoring.
The purpose of the Active Affordable Housing Pool of the Canary Islands is to facilitate the social function of housing, increasing the rental supply at below-market prices and improving access to housing for citizens with limited incomes. This measure is presented as an efficient and sustainable solution, as it prioritizes the mobilization of the existing residential stock, avoiding greater land consumption and public resources, as well as longer execution times, aspects particularly relevant in the territorial context of the Canary Islands.
This action is part of a broader strategy by the Canarian Executive to address the housing market situation, combining the construction of new units with initiatives to optimize the use of existing stock and facilitate access to affordable rentals under secure conditions for both parties. Among the complementary measures, the approval in March 2026 of a new decree regulating the allocation of public housing stands out, replacing the lottery system with a scoring model based on objective economic, social, and family criteria.
Furthermore, in April 2025, a decree-law was approved to streamline the processing of urban planning licenses and boost housing construction, allowing municipalities to grant them in less than six months. This regulation also introduced the figure of Incentivized Affordable Housing, aimed at middle classes, positioning the Canary Islands as a pioneer in its development. Previously, in February 2024, the Government had already approved a decree-law on urgent measures to address the housing emergency.
The budget of the Canarian Housing Institute has been strengthened, which has allowed for the activation of approximately 4,000 homes in various phases, with nearly 2,000 in planning and another 2,000 under construction, in addition to over 200 acquired homes and more than 150 already completed. This effort is complemented by direct rental aid and the design of the Canarian Youth Mortgage, an innovative instrument that will cover up to 95% of the home's value through a public guarantee.
Finally, the I Canary Islands Housing Congress, held in December 2025, served as a forum to consolidate a shared strategy among administrations, experts, and the private sector, promoting initiatives such as the Active Affordable Housing Pool itself.
