This initiative, considered an “anchor of the model change” by the Minister of Housing, prioritizes public housing and affordable rent over speculation. The plan introduces various measures aimed at different groups and situations, with the goal of transforming the housing landscape in the country.

One of the fundamental pillars of the State Housing Plan 2026 is support for young people up to 35 years old. A monthly voucher of up to 300 euros is established for rent payments, managed by the autonomous communities. To access this aid, rental contracts must be “protected price,” not exceeding 900 euros per month, and income criteria will be applied to ensure that funds reach those most in need, especially in a demanding market like that of the Canary Islands.
For property owners, the big news is the subsidy of up to 30,000 euros for the rehabilitation of homes that have been vacant for more than two years. The condition for receiving this non-repayable aid is that, once renovated, the property must be allocated to residential rental for a minimum period of five years and at an affordable price. In the case of properties located in rural areas or municipalities at risk of depopulation, the aid can increase to 35,000 euros, encouraging the recovery of real estate assets.
Another central axis of the plan is the transformation of the public housing stock. All homes built with these funds will have the category of protected for life, eliminating the previous model that allowed their transfer to the free market and speculation. 40% of the total budget will be allocated to the construction of these new developments, while the remaining 60% will be divided between rehabilitation and direct aid to vulnerable groups.
Following its approval, the State Housing Plan 2026 will begin its territorial implementation. During the month of May, sectoral conferences will be held with the autonomous communities for the distribution of the 7 billion euros. It is expected that citizens will be able to start processing applications during the second half of this year. In the Canary Islands, the Canarian Housing Institute will adapt the state amounts to the reality of the archipelago, ensuring that access to decent housing is a reality and not a privilege.
