The new decree updates the Fund's operation, simplifies administrative procedures, and enhances flexibility in planning, monitoring, and controlling public resources. The FDCAN will have an annual maximum allocation of 162.6 million euros from the regional government, supplemented by funds from the island councils.
Following the results of its first period (2016-2026), which achieved an impact of 1.72 euros for every euro of public funds invested, the Fund is configured as an inter-administrative financing instrument. The total investment planned for the next ten years amounts to 2.6 billion euros, combining regional and island council contributions.
The decree establishes three strategic investment axes: socio-sanitary infrastructure, public works (with a special focus on housing construction and strategic facilities), and R&D+i. 50% of the funds will be allocated to public infrastructure and facilities, including protected housing; 35% to socio-sanitary places and facilities for dependency and active aging; and the remaining 15% to innovation, digitalization, and knowledge transfer.
Employment, training, and entrepreneurship will be integrated transversally across these axes, aiming to improve professional qualifications and employability. The regulations update the normative framework, simplify management, strengthen the autonomy of recipient entities, and improve financial control mechanisms, while maintaining co-financing asymmetry to compensate for double insularity.
Island councils, municipalities, and public universities will develop a triennial Canary Islands Action Plan (PACAN), which will be flexible and annually updated. The use of the UNIFICA corporate platform is generalized to streamline procedures and maintain control guarantees. Coordination with specialized bodies such as the Update and Monitoring Commission and the FDCAN Evaluation Commission is reinforced.
