The Government of the Canary Islands has approved the agreement proposal to consider the Canary Islands Children and Adolescents Bill Project, requesting the opinion of the Consultative Council.

The Minister of Social Welfare, Candelaria Delgado, explained that the new law seeks to adapt the regional regulatory framework to the new needs and risks affecting children and adolescents, establishing a legal framework adapted to the current social reality to ensure comprehensive protection.
Among the objectives is the inclusion, for the first time, of a regulatory title on the rights of minors, the promotion of their rights, the prevention and detection of risk situations, and the assumption of guardianship in cases of abandonment. The aim is to guarantee the best interests of the minor and facilitate the exercise of their rights, including the right to be heard.
The regulation establishes good treatment as an aspiration for the full integral development of the child and adolescent population and the promotion of safe environments, with measures against any type of violence. It also regulates the right to social inclusion for minors with functional diversity, migrant minors, and minors from cultural minorities.
Furthermore, it promotes the inclusive and effective participation of minors in all areas and recognizes their capacity to contribute to their own development and the social environment through participation bodies composed of children and adolescents. Awareness is raised about the reality of formerly tutored individuals, ensuring support during their transition to adulthood and emancipation.
Measures are implemented to protect minors in the current digital environment, such as education on the safe and responsible use of technologies. The law is structured into 192 articles, a preliminary title, and ten titles, aiming for the comprehensive care and protection of children and adolescents in the Canary Islands.
The norm establishes the distribution of functions and competencies among the Canary Islands public administrations, regulates measures for promotion, prevention, risk situations, protection, and family and social integration, along with a framework for inter-administrative coordination and collaboration with families and social third-sector entities. It identifies the bodies for attention and guarantee of rights, and regulates the system of infractions and sanctions.
