For nearly a decade, the mayor of Mogán, Onalia Bueno, and some of her councilors, including Víctor Gutierrez, Tania del Pino Alonso, and Juan Mencey Navarro, have routinely used parking spaces reserved for Police patrol cars in Arguineguín, even those designated for accident investigation vehicles, where officers themselves are prohibited from parking.
A report filed with the City Council last May details complaints from a municipal officer, who states that police officers are forced to park their patrol cars in double or triple rows, hindering their quick departure and sometimes requiring vehicles to be moved to allow operations.
The document mentions that this situation has led to moments of "genuine concern and importance," recalling an incident in November 2025. A civil protection vehicle, parked in the police area, could not leave immediately to transport a doctor to an individual suffering from cardiac arrest in Puerto Rico. The transfer had to be handled by the Civil Guard due to the blocked vehicles, and at that time, the mayor's car was occupying one of the reserved spaces.
Nearly ten years ago, a municipal officer ticketed two councilors for improper parking, but his personal car was vandalized hours later. The officer stated in a Civil Guard report that while he suspected no one, subsequent events made him consider the situation. At that time, a councilor's vehicle was parked in the mayor's designated area for hours before being ticketed, despite prior warnings to councilor Tania del Pino Alonso and Police councilor Mencey Navarro.
The current report notes that councilor Tania del Pino Alonso has left her personal vehicle in the police area for over four consecutive days, impeding the departure of patrol cars. Recently, between April 15th and 16th, she again occupied an accident investigation space, as did Mayor Onalia Bueno. It is highlighted that the mayor uses the mayoral parking area "as a reserved spot" for other councilors or private individuals.
The report emphasizes that this situation "has not been experienced with any previous government group, nor with any other private individual," and acknowledges that "fortunately, only the mayor, and councilors Mencey, Tania, and Víctor do it," indicating that "not all are the same."
The municipal group Nueva Canarias of Mogán sent a letter on May 4th to the mayor and the police chief, alerting them to the "improper use of police parking and impact on operational safety," stating that the issue "gravely compromises the response capacity to incidents and emergencies, creating an evident risk to public safety."
A 2017 Internal Regulations Order of the Mogán Local Police, titled "Parking of Police Vehicles," stipulates that the space marked as MAYOR'S OFFICE will always be free and "reserved for the Mayor-President or Councilors, as applicable." It further directs that all police vehicles must be parked according to existing signage to facilitate emergency departures. Despite this, the practice of parking private vehicles in police areas continues.
